Forlan-Behargintza is a municipal services centre for guidance, training and employment, and self-employment. Muskiz Town Council and its social welfare department, look on the Training for Employment programme as a priority.
In 1989, it backed the setting-up of an autonomous local body, now known as FORLAN (Training for Employment-Lanerako Formazioa), whose aim is to promote educational programmes for job seekers and encourage business projects.
FORLAN was set up to provide a local service throughout the area. Although it is based in the municipal area of Muskiz, it also offers training schemes and employment to young people from Abanto-Zierbena, Ortuella, Zierbena and municipalities on the left bank of the Nervion estuary.
By consolidating this project, it is hoped to forge a positive link between cooperation, specialisation, innovation and competition in the region.
Forlan has always sought to serve the entire area, and in 2001 it launched the “Behargintza Project”, creating a Jobs Support Centre - Forlan Behargintza Zona Minera. The centre is located in the municipal area of Muskiz, as the site of Forlan, the base of the entire project. However, the municipalities of Abanto-Zierbena, Ortuella and Zierbena are also participating in the project.
FORLAN has four essential lines of action:
• Support for job seekers
• Support for creating new companies
• Support for small and medium-sized enterprises
• Prospecting and detection of new opportunities for business and economic development
